Justice will be illusionary without freedom: Ansari

ITANAGAR, Dec 21: Good governance and protection of Human Rights are two sides of the same coin, said Justice I A Ansari, Judge of Guwahati High Court, Itanagar permanent Bench today.

Dwelling on social issues Justice Ansari called upon the participants to learn the meaning of human right in true senses. Without justice there could not be any freedom and without freedom, the justice will be illusionary, he emphatically said.
The Chief Guest further added that the most noble right enshrined in the Constitution of India to its citizen in particular & human being in general is the personal liberty and therefore there has been major national level debate regarding the judgments passed by various Courts regarding the exercising of individuals liberty & equality in the highest of the law.
He also appreciated the effort of ATI, Govt.of AP, Naharlagun in organizing this major training initiative on Human Right Issues in the state thereby promoting the value of Human Right & Good Governance.

police, forest, social welfare & child development, labour and state civil service
officers from the various districts, representatives of selected NGOs -
This ToT programme on Human Right issue is primarily to sensitize the Govt. functionaries including NGOs in the field of human right issues and to promote a culture of human right awareness at all level of society, said Director (Training) Pema Tshetan in his welcome address.
The Director further added the human right is a burning issue all over the world and it conflicts between good administration & human right violation. Arunachal Pradesh is the most peaceful state in comparison to many other North Eastern States and violation of human right is minimal except Changlang and Tirap where certain human right violations are taking place from time to time due to underground ultras. The Director (Trg) pointed out that this training programme aim to develop trainers of Human Right Issues among the various Govt. officers Moreover every Govt. functionaries is an agent of the state to serve the people . Therefore they should adopt the positive attitude for speedy justice and redressal of grievances.
The main resource person deputed by NHRC, New Delhi, Dr. S.B Medhi also delivered the detail objective and course content of the ToT programme. Dr. Medhi emphasized that the Human Right Training Programmes should be regular and continuous to cover all Govt. departments and all officers right from top to the bottom.
Stressing on awareness on human rights issues in interior places, he said the Govt officers should update their knowledge on HR Rules etc. so that they implement the Act ( and Rules) and Supreme Court and NHRC guidelines properly and in time.
We have many Acts/Rules but these are not properly implemented owing lack of knowledge
on the Acts. Dr. Medhi said and suggested reforms in the Legislature, Judiciary and
Executive in the interest of the promotion of Human Rights. He also suggested some
amendments in publication of HR Act 1993-
The NHRC should also support ATI for conducting seminars, training programmes regularly as Arunachal has the right environment for rapid and sustainable development with natural resources, he said.
Other local resource persons including Chuku Apa, Principal, PTC, Banderdewa will deliver a lecture on human right scenario in AP.
The ATI started in 1992 is conducting this ToT Programme on Human Right issue at behest of National Human Right Commission, Govt. of India, New Delhi with 100 per cent course fee sponsorship.
ITANAGAR, Dec 21: Altogether 7 ultras from NSCN (IM), 6 from ULFA and 4 from ANLA surrendered at 19 Assam Rifles Battalion Headquarters, Khonsa yesterday. Seven pistols, one revolver, three 9mm carbines, one Chinese .22 rifle, two grenades, two radio sets, a large quantity of ammunition and explosive material were recovered from the surrendered outfits.
Brigadier JS Negi VSM Commander 25 Sector Assam Rifles felicitating the surrendered cadres in a function appreciated their bold and wise decision to join the national mainstream and added that the return of large number of cadres is an indicator that operations by security forces coupled with psychological initiatives are bearing dividends.
While reiterating the commitment of the Security Forces towards the well being of these misguided youths and their families, he informed that all efforts are made to assist them in their rehabilitation. He added that with the initiative of GOC 2 Mountain Division, a Rehabilitation Centre has been commissioned at Dinjan Military Station. While thanking Anil Shukla, SSP Tirap, Commandant 19 Assam Rifles pointed out that in last one year tremendous synergy and cooperation between the Security Forces, Civil administration and Civil Police has taken shape and is playing a pivotal role in surrender of large number of cadres in the state.

He stressed that discipline is the foremost criteria in a cadre to strengthen the department so to ensure respect and value of the service. Stating that the audit set up have virtually lost its glory in the state over the years, Deb impressed upon the officers to be loyal, sincere and dedicated towards the parent department while performing their duties and asked them to report any irregularities in their concerned departments to the notice of the department of finance for necessary rectification. The link with the parent department should not be broken, he said and categorically urged upon the Auditors not to feel alienation while tackling any sort of consequences pertaining to audit matters in order to revive its value.
While calling upon the officers to be focused in their primary charter of duties and responsibilities, the Finance Commissioner said that the Auditors are the special agents of the government to navigate the departments in right direction and added that their work is basically to deal with the internal audit matters which reform the functioning of the departments and thereby improve the functioning of governance. Deb further asked them to inculcate the sense of fire in themselves to bring about any administrative reforms to do away with the irregularities and called for submitting reports in prescribed formats on regular basis. He also advocated on devising appropriate formats to bring about proper reporting in different forms and time and assured to strengthen the Audit set up through creation of various posts besides, extending facilities to the officers.
In his speech, Planning Secretary Ankur Garg emphasized on restoring the lost glory of the Audit services in the state and called upon the officers to be fair and impartial in their service matters, adding that temporary fulfillment should not be the base for destroying one’s image. He considered the conference as a good platform to discuss issues of mutual concern to bring about a road map for improving Audit set up.
Special Secretary (Finance) Amit Singla informed that the first ever conference of Audit officers was for resolving necessary reforms to strengthen the Audit service and its functioning effectively.
Earlier, Director Audit & Pension, Y. Megu shared his experience in the department as an Audit Officer and Director for the last many years. Expressing concern on lack of cooperation and spirit of one ness among the officers, he called upon them to maintain close coordination and sense of one ness with the parent department while performing their duties. Stressing on maintaining neutrality in their works, Megu pointed out that Auditors are like ‘Teeth less tigers’ who point out mistakes and irregularities of the departments. The Director further asked them to be well equipped in rules and procedures in dealing with their subject.
In his key note address, Md. A. Basit, Jt Director Audit & Pension highlighted the background of the department since its existence in 1985 and informed that due to shortage of adequate manpower, the internal audit works are restricted to civil departments only.
Assistant Audit Officers and Assistant Auditors from different districts attended the one day conference which took up various issues relating to improvement of the Audit set up in the state including preparation of audit manual, review of charter of duties and responsibilities and other problems faced by the auditors in their office and its remedy. ITANAGAR, Dec 21: Health and Family Welfare Minister Tanga Byaling appreciated the performance of National Rural Health Mission (NRHM) in Arunachal Pradesh while interacting with the senior officials of health department and staff of Nacho PHC at Nacho.
He further suggested that healthcare delivery system in remote areas of State would be strengthened and urged both NGO and Government officials to work hard to bring all the benefits to the common people, which are available under NRHM, to improve healthcare of the people living in rural and remote areas. He assured that the Government will look into the genuine needs for strengthening infrastructure of the PHC.

Khandu visits border village, stress on education
TAWANG, Dec 21: Arunachal Pradesh Chief Minister Dorjee Khandu who is on three days tour to Tawang from today, visited Bongleng the last village under his constituency bordering Bhutan and Mukto Circle today. He was accompanied by Tawang DC Gamli Padu during the tour.
It may be mentioned here that this is his first visit to these villages after assuming the charge of Chief Minister of Arunachal Pradesh in 2007.
In his address Khandu called the villagers to give utmost priority to education. He asked them to send their wards to school compulsorily so that greater literacy rate could be achieved.
While highlighting the need for a healthy society, the chief minister appealed the villagers to keep their surroundings and village clean and hygienic.
We are planning out to bring a law prohibiting use of plastics, spitting in the public areas and also strictly abide by the law of prohibiting cigarette in public places by imposing fine especially in the state, Khandu revealed.
While he exhorted for promoting horticulture for sustainable income generation in the area, he informed about government’s initiatives for such activities. The chief minister also emphasized for preserving the age old culture and tradition.

Two tales of human inspiration

ITANAGAR, Dec. 21: In this festive season, when everyone is in party mood there are still some people who are patiently waiting for a ‘Santa’ to come and change their lives. Very often one finds a number of children wandering along the street of Naharlagun offering passersby the service of cleaning ears in return of paltry sum of money. Most of these children, who should have been at school at this tender age, are forced by acute poverty to support themselves with these kinds of petty jobs.
This reporter bumped with an eight year old boy, Vicky Kaviraj, who basically belongs to Mughal Sarai town of Uttar Pradesh and roams around in the street of Naharlagun doing the odd job of cleaning ears.
During few minutes of conversation what he told was quite intriguing and a source of inspiration for many youngsters of the state.
This boy, Vicky Kaviraj, goes to school early in the morning and works as ear cleaner in the day. He studies in second standard at a government school in Naharlagun and dreams to become a doctor in future. “My father also works as an ear cleaner and I had joined him to support our family. I wish to study but my father’s income is too meager to support entire family,” says Vicky.
He also told that often many youngsters after cleaning ears do not pay money and goes off, which brings whole lot of tears to his eyes. Despite all these, he has lot of affection for the people of Arunachal Pradesh. “Here some people are very nice. Many a times I get paid more than for what I ask. Majority of public are big hearted and care for poor people like me,” informed Vicky innocently.
Vicky Kaviraj’s is not the only tale of human fight against odd, there is another story of Kipa Kacha, an ordinary man running blacksmith shop at Karsingsa, whose zeal and hunger to provide education to his children, though himself being uneducated, is simply inspirational. Father to eight children, today one of his children has grown up to become an engineer while another son is studying Law.
A modest villager, he told that he has been educating all his children by selling traditional stuffs like knives, dao etc. from his small blacksmith shop. “Life has got better in last few years with my children getting educated and some getting employed. With my modest income and hard work, I had proudly educated all of my children,” says Kacha.
As New Year approaches, it is simple human stories like these, which can inspire coming generations to strive hard in life to achieve unimaginable success. But look at the irony of life where the innocent kid Vicky Kaviraj, who cleans the dirt from others life does not know whether he will find someone to clean the dirt of poverty from his life!
GP level training on NRDWQM&SP concludes in East Siang
Itanagar, Dec. 21: The final phase of Gram Panchayat level training on National Rural Drinking Water Quality Monitoring & Surveillance Program (NRDWQM & SP) in East Siang district concluded on December 19.
It was organized by Future Generations Arunachal (FGA) an NGO, which was sponsored by PHE & WS department, Govt. of Arunachal Pradesh. The phase wise training of (NRDWQM & SP ) at GP level was conducted at places like Pegging Bote, Parong village, Nirle Camp and lastly at Boleng. It covered all the 22 gram Panchayats under Riga circle.
During the period of training, local public were imparted the importance of using quality drinking water in day to day life. Various government officials and public actively participated in the training program. Speaking during the training program, Shri Ocean Gao, Block Development Officer cum Circle Officer, Riga exhorted the participants to give important and attention to such kind of training for the welfare of community. Further he told that water is an elixir to our life and every body should care about the quality of water supplied to them as most villagers consuming it may be prone to various water borne diseases. He expressed his gratefulness to PHE & WS department and FGA for facilitating such training to the PRIs member and community workers. Apart from him, Dr.T. Mize, medical officer Camp Nirle, Er. Oling Taloh of PHE and WS department, Boleng participated in the training program.

ITANAGAR, Dec 21: Lower Subansiri District Indigenous Tea Planters and small Grower Association conducted its developmental meeting on December 18 at Yachuli.
The house underscoring the importance of tea plantation and also highlighting the government assistance towards tea plantation in the state, resolved to take initiatives for maintenance of a small tea garden owned by Yachuli, Forest Department.

ITANAGAR, Dec 21: Community Health Centre Koloriang under District Blindness Control Programme conducted free eye screening health camp at Nikja middle school, Koloriang, VKV Koloriang and Government secondary school Koloriang recently.
Altogether, 356 students were screened during the camp and numbers of Myopia cases have been detected.
CNC to hand over assets
ITANAGAR: The Central Nyokum Committee (CNC) in its extended executive body meeting held on Dec 19 has decided to hand over the immovable and movable assets of the CNC to local Nyokum Committees at Nirjuli and Nyokum Lapang, Itanagar on lease basis. The handing over function will be held in presence of Nyishi legislators and NGOs’ members at Nyokum Niya Hall on January 16 next. The committee also decided to construct sitting gallery at Nyokum Niya ground, Nirjuli in memory of Tadar Tang as recognition of his contributions in the field of art and culture of the Nyishi community.
